The first part of Jojo's Bizarre Adventure, Phantom Blood, is generally looked at as the worst part in the series. And... well, it is. But, it's still very good. I can see people's problems with it. It's short. The characters aren't fleshed out. The story isn't strange enough and the fighting isn't very special. But, I wouldn't say it's a great JoJo part, but it is a fine introduction. It's very simple. The story is just the interaction between a hero and a villain and, while the hero is nothing special, the villain is great. I think it's certainly worth watching all the way through for newcomers to JoJo.
